If your going down stairs your going to have to do an ollie while moving. plus if you learn the ollie while moving you automatically learn the stationary verison of it like a second nature. but if you learn it while stationary it will be harder for you to learn it moving.
●it depends on how you want to learn first, i always suggest to learn it stationary first...then you do it while moving
