●Its not a cheat, Flail does damage based on how low your HP is and at 1 HP it does almost as much as Explosion. He had a item called Focus Sash that leaves the Pokemon with 1HP. Also Smeargles Baton bass passed all of his buffs from belly drum(4x attack) and salac berry(+50% speed) to Magikarp. All this made Magikarp faster and stronger than anything the opponent could dish out.
