●Actually, they were both apprentices under Darth Sidious. I think Vader was the more powerful having been an apprentice for a longer time and that's why he was able to overtake Sidious at the end. Maul never even took a shot at the title as far as we know, right?

●It's actually because of the limitations they had to work with and the costume didn't give the actor much mobility. Mechanical parts can allow surprisingly quick movement, as assassin droids like HK-47 show. There's also more to a fight than being fast. You can lead and set up your opponent if you can time it right. Then there are force powers...Darth Maul wasn't shown with any, so Vader could make him lose focus enough to get a killing blow.

●I think Vader lacked the mobility to compete with a Sith like Maul. Sure Anakin in RotS would wipe the floor with Maul, dump him in the mop water, and then mop the next room.. But Vader? As in limited-mobility suit with an oxygen tank needed to keep Vader alive... Eh, I can't see Vader winning. He's strong in the force but one little slash to the right part on that suit and Vader will start slipping down a slope. Maul was an acrobatic black belt.. I feel it'd be hard for Vader to compete.
