With his skills, he could of easily destroyed Naruto (instead he got owned by rasengan), he nearly killed Tsunade, he out-maneuvered Kakashi, and he ended up becoming a Sage. He likely underplayed his ability so as to not draw attention. Otherwise, Jiraiya might of taken a notice to him (Jiraiya had intelligence on a lot of people) and even Kabuto couldn't take Jiraiya.
