In this case Sasuke can use his lightning type jutsu to deactivate Diedara's bombs. Counters like this are very common in Naruto. So maybe Diedara was stronger, but Sasuke was smart enough to use what he had to overcome him and win the fight. Summoning Manda to take the blast is just another smart thing to do.
