●its called "Tractor Steering" , you use two brake pedals to create drag on either rear wheel thus allowing you to steer. Every backhoe I have ever seen had two brake pedals , and a little lock thingy so you can use them together as one pedal or use them seperately.

The front and rear attachments were fiberglass and they cracked them somehow every time they took it to a drag race. Back then the bucket was yellow with a fake load of rocks; more like a single sheet of molded plastic that looked like rocks. Never did see it run until today! Ahh, the wonders of Youtube.
